Stronger Families, Safer CommunitiesMarcella Liburd was born at Nevis Street, Basseterre, St. Kitts. She was christened and brought up in the Wesleyan Holiness Church on Cayon Street, Basseterre and she grew up and lived most of her life in Dorset, Basseterre.
She attended the Basseterre Girls’ School and the Basseterre High School and she later attended the University of the West Indies, graduating with a Bachelor of Arts degree and a Bachelor of Laws (Hons.) in 1992. In 1994 she graduated and obtained an L.E.C. from the Norman Manley Law School.
Marcella was a teacher of English at Basseterre and Cayon High Schools until 1990 when she left to pursue law. In 1994 she was admitted to practice as a Barrister and Solicitor of the Eastern Caribbean Supreme Court. In 1995 Marcella officially began her political career when she was appointed a Senator in the National Assembly. In 1997 she was appointed Assistant Secretary of the St. Kitts-Nevis Labour Party, a position she held until December 2004 when she was appointed Speaker of the National Assembly. Marcella resigned as Speaker of the National Assembly in April 2008 and became the St. Kitts-Nevis Labour Party candidate for Constituency #2 in May 2008.
In her capacity as Barrister and Solicitor she had assisted in drafting several pieces of legislation including the Domestic Violence Act and the Equal Pay Act. She also assisted the Ministry of Gender Affairs with legal issues pertaining to women and children.
As a Senator and a Speaker of the National Assembly she has helped to educate the public particularly women and children, about their rights in areas such as maintenance, divorce, succession and property ownership.
Marcella has been actively involved in the community. She has participated in the Basseterre High School job attachment program for the past 5 years, taking students into her Chambers and training them in various aspects of the law. She has played netball for St. Kitts and has umpired and coached at the club and national levels. She has also been a netball administrator and president of the Association. Although past her netball days, she still keeps fit and runs a fitness class. Marcella successfully ran a summer camp at the Mc Knight Community Centre for Children ages 5-12 where moral and family values were part of the camp programme.
Marcella was born into a family that has been serving the community in several areas. Her life has been a life of service. She now offers herself to be of greater service to the people of Central Basseterre.

- Being a member of the St. Kitts netball team on the 2 occasions that we captured the Caribbean Championships
- Assisting hundreds of persons to pass English Language as a teacher of English in school and out of school voluntarily
- Successfully pursuing a degree in law
- Presiding as Speaker of the National Assembly
- To help keep Central Basseterre clean, healthy and safe
- To promote positive activities for the youth in Central Basseterre
- To establish a learning centre in Central Basseterre for all ages
- To provide opportunities for ownership (land, housing, business, vehicles etc.) for the people of Central Basseterre
- To improve the infrastructure in Central Basseterre
